Flexible Tier Types for Billing Charges

Finance and Ops team members can now edit the tier type of billing charges directly within the Admin UI. This provides the flexibility to configure charges as flat fees or custom tier structures without manual overrides.

Previously, billing charges were hardcoded to specific tier types, forcing manual overrides that caused validation errors during bundle setups. Charge validation now relies on the specific charge configuration rather than hardcoded system defaults.
